Garry Blackwell

Garry Blackwell has over thirty years’ experience in government procurement and business development. She served as Contract Administrator and Contract Compliance Officer for the City of Atlanta under two mayoral administrations (Maynard Jackson, Andrew Young). During the past nineteen years, she has consulted with numerous Airports and governmental entities around the country seeking to include and expand opportunities for small and minority businesses to participate in the procurement process. Her years of experience have provided her with an understanding of the unique business culture in public and private entities throughout the country. This experience has enabled her to assist clients in establishing cost effective and efficient management of public funds and private investments.

As Compliance Officer for the City of Atlanta, she was responsible for reviewing specifications, contract goal setting, pre-bid and pre-award conferences and contract compliance monitoring and reporting. Projects responsibility included a $250 million airport construction project built from the ground up. Additionally, she had oversight for monitoring diversity participation and wages rates compliance on a new $22 million dollar City Jail and a $18.9 million-dollar Public Library as well as a $200 million dollar Wastewater Treatment facility. She was responsible for Compliance monitoring and reporting for City Community Development Block Grant projects that were on-going.

After leaving the City of Atlanta, Ms. Blackwell was a partner in a minority consulting firm which specialized in conducting Diversity Program Disparity Studies around the country. She had major responsibility for fourteen studies ranging in cost from $200,000 to over $1 million. These studies established a factual predicate for continuation of diversity participation in public purchasing and contracting. Recently, she was engaged by the Fulton-Dekalb Hospital Authority to provide program oversight for the construction of a $230 million dollar outpatient surgical center for Grady Hospital.

Garry Blackwell has provided consulting services to numerous Airports and governmental agencies around the country. Her past clients including: the City of Charlotte, NC, City of Jacksonville, FL, Minneapolis-St. Paul Airports Commission, New York MTA, Raleigh-Durham Airport Authority, Metropolitan Nashville Airport, St. Louis International Airport, Metropolitan Washington Airports Authority and Jackson Municipal Airport Authority.

Ms. Blackwell has extensive experience in providing business development and strategic planning consultations with startup companies and small businesses seeking to grow their business. Her area of expertise includes Operation Research, Statistical Analysis, Financial and Database Management and Personnel Staffing. Ms. Blackwell has assisted small business clients in business structuring, fiscal management, marketing strategies, bonding and insurance and government bidding.

Most recently, Ms. Blackwell has become involved in Green Building Technology. To increase her knowledge and experience in Green Technology, she has received certification as a LEED Green Associate. This credential was deferred through the Green Building Certification Institute (GBIC), the national credential body of the Green Building Council (GBC). She serves as Project Manager for Aevolve Green Solutions.

  • Atlanta Business League, an affiliate of the National Business League which is the oldest business organization in the country: Past Chair of the Board of Directors, Vice Chair, Secretary

  • NC A & T State University Sports Hall of Fame: Past President (6yrs), VP, Sec, Treasurer (4yrs) – assisted in increasing the HOF Endowment fund from $75,000 to over $1,000,000.

  • Brown Middle School: PTA Fundraising Chair (3yrs) –instrumental in raising annual funds ranging from $25,000 - $45,000.

  • Atlanta Academy, Private School: Treasurer (3yrs) – responsibility for all financial record keeping, disbursements, payroll, and tax accounting.
